The National Health Service (NHS) provides the majority of healthcare in England. The NHS began on the 5 July 1948 with the National Health Service Act 1946.
The NHS is largely funded from general taxation including a proportion from National Insurance payments. The UK government department responsible for the NHS is the Department of Health and is supported by 28 agencies and public bodies.
Clinical commissioning groups (CCGs)
Clinical commissioning groups replaced primary care trusts (PCTs) on April 1 2013. CCGs are clinically led statutory NHS bodies responsible for the planning and commissioning of healthcare services for their local area. CCGs members include GPs and other clinicians such as nurses and consultants. They are responsible for about 60% of the NHS budget and commission most secondary care services such as:
- planned hospital care;
- rehabilitative care;
- urgent and emergency care (including out-of-hours);
- most community health services;
- mental health and learning disability services.
The two CCGs which cover Hull and the East Riding of Yorkshire areas are the Hull CCG and the East Riding of Yorkshire CCG.
Organisational structure
The Trust is led by a Board, comprising a Chairman, Chief Executive, five non-executive directors, four executive directors and one Director.
The Board’s main responsibilities are to:
- ensure high quality care;
- monitor performance and ensure objectives are achieved;
- to determine the strategic direction of the Trust;
- maintain a high standard of corporate governance;
- professional conduct and to maintain the Trust’s financial
viability.

Pals and complaints
The Complaints and PALS department aims to provide information, investigate (where appropriate), respond to and learn from complaints and enquiries from any sources, including but not exclusively patients, their families and carers.
Our Trust is committed to using comments, compliments, concerns and complaints from service users, their relatives or carers to continuously monitor and improve the services it provides.
